As a non-citizen if you want to study in Australia you must apply for a student visa.
Visas are granted by the Australian Department of Immigration and Citizenship (DIAC). Your International Education Agency – Australia (IEA-A) partner in your country or My Study on Australia student Counsellor from Australian Office can make your student visa application for you please contact for further information .
Only courses under three months’ duration can be undertaken on a visitor visa or working holiday visa. If you intend to study for more than three months, you must apply for a student visa.
Advantages to studying on a student visa include:
- you will have access to Australia’s subsidised student health cover;
- you will be allowed to study for longer than three months; and
- you can apply for permission to work part time.

Assessment levels for student visas
Each student visa application is assessed according to an assessment level. The assessment level is determined by the passport held and visa subclass applied for.
The assessment levels relate generally to how likely students are to comply with their visa conditions, based on previous students’ behaviour. Assessment level 1 represents the lowest assessment level and assessment level 5 the highest.
The higher the assessment level, the more evidence you will need to provide to demonstrate your financial capacity, understanding of the English language and other relevant matters.
Important: if you have an assessment level 2, 3, 4 or 5, then you must make your first student visa application while you are outside Australia.

A preliminary assessment will determine your eligibility for a student visa and is necessary if your country is at Assessment Level 3, 4 or 5.

Depending on your country of nationality and your principal course of study you may have to undergo a preliminary assessment before an Electronic Confirmation of Enrolment (eCoE) is issued by your Australian education provider.
My Study in Australia Student Counsellor will provide an ‘Offer of a place in a course’ letter from your education provider to the visa processing office.
When your application is received, the visa processing office will undertake a preliminary assessment of your ability to meet the student visa requirements applicable to you.
If the assessment is favourable, the office will issue you a letter to give to your education provider authorising them to issue you with an eCoE certificate.
When you study in Australia, an Electronic Confirmation of Enrolment (eCoE) is issued by your Australian education provider and is the only accepted evidence of enrolment for processing student visa applications.
My Study in Australia Student Counsellor will advise you of its requirements but generally it will require payment of at least one semester or one year of course fees before issuing an eCoE. A copy of your eCoE must be submitted to your local DIAC office before a student visa can be issued.
You will be also advised to pay the tuition fees and Overseas Student Health Cover (OSHC) premium, and undergo medical tests. The student visa will be granted when the Electronic Confirmation of Enrolment (eCoE) and all other requirements are satisfied.
When you study in Australia, generally you will be issued with a multiple entry visa for the duration of your study course so you can travel in and out of Australia.
Members of your immediate family (spouse and unmarried dependent children under 18 years of age) can accompany you to Australia and will be considered in the same visa class as yourself.
If you wish to extend your stay in Australia for further study you will need to lodge an application for a further visa.

- 1 STUDENT VISAS TO AUSTRALIA
Whether applying in or outside Australia, in order to be granted a Student Visa, you must meet specified evidentiary requirements, which demonstrate your ability to meet the financial capacity, English proficiency and other relevant matters criteria.
You must also satisfy general requirements relating to character, health, acceptable health insurance and intention to comply with visa conditions and have no outstanding debts to the Commonwealth of Australia.

English language proficiency
The applicant must give evidence that one of the following applies:
- The applicant achieved, in an IELTS test that was taken less than 2 years before the date of the application, an Overall Band Score of at least 5.0;
- The applicant is fully funded and has a level of English language proficiency that satisfies his or her proposed education provider;
- The applicant was in Australia at the time of making the application and had, less that 2 years before the date of the application successfully completed the requirements for a Senior Secondary Certificate of Education, in a course that was conducted in Australia and in the English language or as the holder of a student visa – studied towards a qualification from the Australian Qualifications Framework at the Certificate IV level or higher in a course that was conducted in the English language.
Financial capacity
The applicant must give:
- evidence that the applicant has funds from an acceptable source that are sufficient to meet the following expenses for the full period:
- Course fees;
- Living costs;
- School costs; and
- Travel costs; and
- evidence that the regular income of any individual (including the applicant) providing funds to the applicant was sufficient to accumulate the level of funding being provided by that individual.
In this clause:
- acceptable individual
means one or more of the following:- the applicant;
- the applicant’s spouse;
- the applicant’s parents;
- the applicant’s grandparents.
- funds from an acceptable source
means one or more of the following:- a money deposit that an acceptable individual has held for at least 6 consecutive months before the date of the application;
- financial support (such as a scholarship) from:
- the government of a foreign country; or
- the Commonwealth Government, or the government of a State or Territory; or
- a multilateral agency.
Other requirements
The applicant must give evidence that:
- the ELICOS that he or she is to undertake will be of no more than 40 weeks duration; and
- the applicant has the educational qualifications required by his or her education provider; and
- satisfies the Minister that the applicant needs English language tuition:
- to obtain employment; or
- to improve his or her prospects of promotion or of obtaining other employment; or
- to perform the functions of his or her current position.
- 4 Requirements for assessment level 3 – Subclass 570 (Independent ELICOS Sector)
English language proficiency
The applicant must give evidence that he or she has a level of English language proficiency that satisfies his or her proposed education provider.
Financial capacity
The applicant must give:
- evidence that the applicant has funds from an acceptable source that are sufficient to meet the following expenses for the full period:
- Course fees;
- Living costs;
- School costs; and
- Travel costs; and
- evidence that the regular income of any individual (including the applicant) providing funds to the applicant was sufficient to accumulate the level of funding being provided by that individual.
In this clause:
- acceptable individual
means one or more of the following:- the applicant;
- the applicant’s spouse;
- the applicant’s parents;
- the applicant’s grandparents.
- funds from an acceptable source
means one or m
ore of the following:- a money deposit that an acceptable individual has held for at least 3 consecutive months before the date of the application;
- a loan from a financial institution to an acceptable individual;

- a corporation that:
- conducts commercial activities outside the country in which it is based; and
- employs the applicant in a role in relation to which the applicant’s principal course is of direct relevance; or

Other requirements
The applicant must give evidence:
- of his or her previous schooling, training or other study; and
- that the ELICOS that he or she is to undertake will be of no more than 50 weeksduration.
- 5 Requirements for assessment level 2 – Subclass 570 (Independent ELICOS Sector)
English language proficiency
The applicant must give evidence that he or she has a level of English language proficiency that satisfies his or her proposed education provider.
Financial capacity
The applicant must give:
- evidence that the applicant has funds from an acceptable source that are sufficient to meet the following expenses for the first 12 months:
- course fees;
- living costs;
- school costs; and
- evidence that the applicant has funds from an acceptable source that are sufficient to meet travel costs; and
- a declaration by the applicant stating that he or she has access to funds from an acceptable source that are sufficient to meet course fees, living costs and school costs for the remainder of his or her expected stay in Australia.
In this clause:
- funds from an acceptable source
means one or more of the following:- a money deposit or the value of an item of property held by the applicant or by a person who is providing support to the applicant;
- a loan from a financial institution;
- a loan from the government of the applicant’s home country;
- financial support (such as a scholarship) from:
- the applicant’s proposed education provider; or
- the Commonwealth Government, or the government of a State or Territory; or
- the government of a foreign country; or
- a business; or
- a multilateral agency.
Other requirements
The applicant must give evidence of his or her previous schooling, training or other study.
- 6 Requirements for assessment level 1 – Subclass 570 (Independent ELICOS Sector)
English language proficiency
The applicant must give evidence that he or she has a level of English language proficiency that satisfies his or her proposed education provider.
Financial Capacity
The applicant must give a declaration stating that the applicant has access to funds that are sufficient to meet:
- the following expenses for the full period:
- course fees;
- living costs;
- school costs; and
- travel costs.
- 7 Subclass 571 (Schools Sector (Primary, Secondary, High School))
- 8 Requirements for assessment level 4 – Subclass 571 (Schools Sector)
English language proficiency
The applicant must give evidence that he or she has a level of English language proficiency that satisfies his or her proposed education provider.
If the applicant:
- is not an exchange student; and
- must undertake an ELICOS (or other English language bridging course) before commencing his or her principal course in order to satisfy the English language proficiency requirements of the education provider;
- he or she must give evidence that the ELICOS (or other English language bridging course) will have a duration of no more than 30 weeks.
Financial capacity
If the applicant is not an exchange student, the applicant must give evidence that:
- the applicant has funds from an acceptable source that are sufficient to meet the following expenses for the full period:
- course fees;
- living costs;
- school costs; and
- the applicant has a further AU$12,000 from an acceptable source; and
- the applicant has funds from an acceptable source that are sufficient to meet the following expenses for the period of 12 months following the full period:
- living costs;
- school costs; and
- the applicant has funds from an acceptable source that are sufficient to meet travel costs; and
- the regular income of any individual (including the applicant) providing funds to the applicant was sufficient to accumulate the level of funding being provided by that individual.
In this clause:
- acceptable individual means one or more of the following:
- the applicant;
- the applicant’s spouse;
- the applicant’s parents;
- the applicant’s grandparents.
- funds from an acceptable source
means one or more of the following:- a money deposit that an acceptable individual has held for at least 6 consecutive months before the date of the application;
- a loan from a financial institution to an acceptable individual;
- a loan from the government of the applicant’s home country;
- financial support (such as a scholarship) from:
- the applicant’s proposed education provider; or
- the Commonwealth Government, or the government of a State or Territory; or
- the government of a foreign country; or
- a multilateral agency.
Other requirements
If the applicant is not an exchange student, the applicant must give evidence that:
- either:
- the principal course will be of no less than 16 months duration.
- or
- the applicant has undertaken, outside Australia, a secondary school course of at least two years duration with an Australian curriculum and conducted in English by an Australian provider with Australian teaching staff; and
- he or she has successfully completed secondary schooling to at least the year 9 level (or its equivalent); and
- at the time of making the application, he or she was less than 18 years old.
- 9 Requirements for assessment level 3 – Subclass 571 (Schools Sector)
English language proficiency
The applicant must give evidence that he or she has a level of English language proficiency that satisfies his or her proposed education provider.
If the applicant is not an exchange student and must un
dertake an ELICOS (or other English language bridging course) before commencing his or her principal course in order to satisfy the English language proficiency requirements of the education provider;
he or she must give evidence that the ELICOS (or other English language bridging course) will have a duration of no more than 40 weeks.
Financial capacity
If the applicant is not an exchange student, the applicant must give evidence that:
- the applicant has funds from an acceptable source that are sufficient to meet the following expenses for the full period:
- course fees;
- living costs;
- school costs; and
- the applicant has funds from an acceptable source that are sufficient to meet travel costs; and
- the regular income of any individual (including the applicant) providing funds to the applicant was sufficient to accumulate the level of funding being provided by that individual.
In this clause:
- funds from an acceptable source
means one or more of the following:- a money deposit or the value of an item of property held by the applicant, or by a person who is providing support to the applicant, for at least 3 consecutive months before the date of the application;
- a loan from a financial institution;
- a loan from the government of the applicant’s home country;

English language proficiency
The applicant must give evidence that one of the following applies:
the applicant:
- will not undertake an ELICOS before commencing his or her principal course; and
- achieved, in an IELTS test that was taken less than 2 years before the date of the application, an Overall Band Score of at least 5.5;
the applicant:
- will undertake an ELICOS of no more than 20 weeks duration before commencing his or her principal course; and
- achieved, in an IELTS test that was taken less than 2 years before the date of the application, an Overall Band Score of at least 5.0;
the applicant:
- is fully funded; and
- has a level of English language proficiency that satisfies his or her proposed education provider; and
- if the applicant is to undertake an ELICOS before commencing his or her principal course – will undertake an ELICOS of no more than 20 weeks duration;
the applicant:
- was in Australia at the time of making the application; and had, less than 2 years before the date of the application:
- successfully completed the requirements for a Senior Secondary Certificate of Education, in a course that was conducted in Australia and in the English language; or
- as the holder of a student visa – studied towards a qualification from the Australian Qualifications Framework at the Certificate IV level or higher in a course that was conducted in the English language; < /li>
- the applicant achieved, less than 2 years before the date of the application, the required score in a test that is specified in a Gazette Notice.
Financial capacity
The applicant must give:
- evidence that the applicant has funds from an acceptable source that are sufficient to meet the following expenses for the full period:
- course fees;
- living costs;
- school costs; and
- evidence that the applicant has funds from an acceptable source that are sufficient to meet travel costs; and
- evidence that the regular income of any individual (including theapplicant) providing funds to the applicant was sufficient to accumulate the level of funding being provided by that individual.
In this clause:
- acceptable individual
means one or more of the following:- the applicant;
- the applicant’s spouse;
- the applicant’s parents;
- the applicant’s grandparents.
- funds from an acceptable source
means one or more of the following:- a money deposit that an acceptable individual has held for at least 6 consecutive months before the date of the application;
- financial support (such as a scholarship) from:
- the applicant’s proposed education provider; or
- the Commonwealth Government, or the government of a State or Territory; or multilateral agency.
Other requirements
The applicant must give evidence:
- that he or she has successfully completed secondary schooling to the year 12 level (or its equivalent); and that:
- he or she is enrolled in a vocational education and training course; or
- he or she is enrolled in a course that is a pre-requisite to a vocational education and training course and a vocational education and training course; or
- he or she is enrolled in a course that is a pre-requisite to a vocational education and training course and has an offer of a place in a vocational education and training course; and
- that the applicant’s principal course will:
- enhance the development of the applicant’s career; or
- assist the applicant to obtain employment; or
- assist the applicant to improve his or her prospects of promotion or of obtaining other employment.
In this clause:
- vocational education and training course
means a vocational education and training course that is at the diploma or advanced diploma level.
- 14 Requirements for assessment level 3 – Subclass 572 (Vocational Education and Training Sector)
English language proficiency
The applicant must give evidence that one of the following applies:
the applicant:
- will not undertake an ELICOS before commencing his or her principal course; and
- achieved, in an IELTS test that was taken less than 2 years before the date of the application, an Overall Band Score of at least 5.5;
the applicant:
- will undertake an ELICOS of no more than 30 weeks duration before commencing his or her principal course; and
- achieved, in an IELTS test that was taken less than 2 years before the date of the application, an Overall Band Score of at least 4.5;
the applicant:
- is fully funded; and
- has a level of English language proficiency that satisfies his or her proposed education provider; and
- if the applicant is to undertake an ELICOS before commencing his or her principal course – will undertake an ELICOS of no more than 30 weeks duration;
the applicant:
- was in Australia at the time of making the application; and
- has, less than 2 years before the date of the application:
- successfully completed the requirements for a Senior Secondary Certificate of Education, in a course that was conducted in Australia and in the English language; or
- as the holder of a student visa – studied towards a qualification from the Australian Qualifications Framework at the Certificate IV level or higher in a course that was conducted in the English language;
- the applicant achieved, less than 2 years before the date of the application, the required score in a test that is specified in a Gazette Notice.
Financial capacity
The applicant must give:
- evidence that the applicant has funds from an acceptable source that are sufficient to meet the following expenses for the full period:

The applicant must give evidence that he or she has a level of English language proficiency that satisfies his or her proposed education provider.

The applicant must give evidence that one of the following applies:
the applicant:
- will not undertake an ELICOS before commencing his or her principal course; and
- achieved, in an IELTS test that was taken less than 2 years before the date of the application, an Overall Band Score of at least 6.0;
the applicant:
- will undertake an ELICOS of no more than 30 weeks duration before commencing his or her principal course; and
- achieved, in an IELTS test that was taken less than 2 years before the date of the application, an Overall Band Score of at least 5.0;
the applicant:
- is fully funded; and
- has a level of English language proficiency that satisfies his or her proposed education provider; and
- if the applicant is to undertake an ELICOS before commencing his or her principal course – will undertake an ELICOS of no more than 30 weeks duration;
the applicant:
- was in Australia at the time of making the application; and
- has, less than 2 years before the date of the application:

- evidence that the applicant has funds from an acceptable source that are sufficient to meet the following expense s for the full period:
- course fees;
- living costs;

- evidence that the applicant has funds from an acceptable source that are sufficient to meet travel costs; and
- evidence that the regular income of any individual (including the applicant) providing funds to the applicant was sufficient to accumulate the level of funding being provided by that individual.

English language proficiency
The applicant must give evidence that one of the following applies:
the applicant:
- will not undertake an ELICOS before commencing his or her principal course; and
- achieved, in an IELTS test that was taken less than 2 years before the date of the application, an Overall Band Score of at least 6.0;
the applicant:
- will undertake an ELICOS of no more than 30 weeks duration before commencing his or her principal course; and
- achieved, in an IELTS test that was taken less than 2 years before the date of the application, an Overall Band Score of at least 5.0;
the applicant:
- is fully funded; and
- has a level of English language proficiency that satisfies his or her proposed education provider; and
- if the applicant is to undertake an ELICOS before commencing his or her principal course – will undertake an ELICOS of no more than 30 weeks duration;
the applicant:

- if the applicant provides a certificate of enrolment in a foundation course that is to be undertaken before the applicant’s principal course – he or she has successfully completed secondary schooling to the year 11 level (or its equivalent).
- 20 Requirements for assessment level 2 – Subclass 573 (Higher Education Sector)
English language proficieny
The applicant must give evidence that he or she has a level of English language proficiency that satisfies his or her proposed education provider.
Financial capacity
The applicant must give:
- evidence that the applicant has funds from an acceptable source that are sufficient to meet the following expenses for the first 12 months:
- course fees;
- living costs;
- school costs; and
- evidence that the applicant has funds from an acceptable source that are sufficient to meet travel costs; and

The applicant must give evidence that he or she has the educational qualifications required by the applicant’s proposed education provider.

An applicant is not required to provide evidence of English language proficiency if the application was made outside Australia, and:

- the applicant: provides a certificate of enrolment in a course that has been gazetted (the gazetted course); and will not undertake any other course before commencing the gazetted course.

Subject to subclause (2), if the applicant has the support of the AusAID Minister or the Defence Minister, the applicant must give evidence of that fact.
If required to do so in writing by the Minister, the applicant must also give:
- evidence that the applicant has funds from an acceptable source that are sufficient to meet the following expenses for the first 12 months:
- course fees;
- living costs;
- school costs; and
- evidence that the applicant has funds from an acceptable source that are sufficient to meet travel costs; and
- a declaration by the applicant stating that he or she has access to funds from an acceptable source that are sufficient to meet course fees, living costs and school costs for the remainder of his or her expected stay in Australia.
